It has been constructed in diverse stages, in the framework of diverse proyects. The first proyect is the original proyect by LA RED which covered 8 countries in Latin America, databases were constructed for the 1990 to 1994 term. Another proyect currently being developed is the ENSO or Gestión de Riesgos de Desastre in Latin America (IAI - LA RED). The results will give a database covering from 1970 to 2004. The information source are mainly newspaper archives, the newapapers consulted for this purpose were El Clarín and La Nación , edited in the Capital Federal with national coverage.
The oustanding events are floods and storms as they are the most frecuent (more than 60% of the data) events in this base (more than 60% of the data) and the ones having biggest impacts over lives (displaced people), services and infrastructure. Newspaper archives source reports are concentrated in the Federal Capital of Argentina and in the Province of Buenos Aires. The Center group designed a magnitude index , composed by the algebraic sum of three subindexes: effects over people, over material goods and services and duration. Each subindex is clasified acording to a scale reanging from 0 (cero, no effects) to 30 (maximum effects). With this relative index they conclude that the summation of the little and mid ones according to the magnitude are aproximatelyt threee times bigger than those of big magnitude.
